#9. Piper

Piper

He collects children.  Routinely, he emerges from his home in the sewers underneath Sky City, and goes on the hunt.  He selects his targets.  He watches, unseen, until the time is right, then he snatches them.  With each passing week, more are taken away from their lives, their friends and family, to become a part of his subterranean kingdom, where he is sole monarch.  He is known only as Piper.  And they are all his children now.

Piper has a special connection to children, you see.  He has a range of psychic abilities –  telepathy, image projection, mind control – but it’s only children they have any effect on.  This could have something to do with the enhanced imaginative capabilities of children, how their minds are more open and therefore impressionable.  But in Piper’s mind, it is because the world’s children belong to him, because he is destined to care for them and look after them.

After an extended period of indoctrination while under Piper’s care, a child’s mind is wiped clean, and they become little more than a vessel to fulfil his every wish and whim.  Amongst other things, he uses these brainwashed children to embark on expeditions out of the sewers and up to the surface of Sky City, robbing banks or convenience stores to bring him riches and supplies.  As a result, Piper has everything he needs in his world of children, and no longer needs to interact with the adult world above.

Many would call Piper a monster for stealing children away, for what he does to them.  But he would tell you that he has a genuine love for every single child in his possession.  They are all special to him.  Until, that is, they get to the age of around 12-14.  Then they’re too old for Piper’s tastes, and need to be disposed of…

Ah, glad to see you got the reference. I have a friend with the surname Piper who thought the character was based on him!
